Definition Professional architectural / engineering (A/E) services is defined by Washington State law to include professional services associated with licensed architects or engineers, including surveyors and landscape architects, as defined by Revised Code of Washington (RCW) 18.08 and 18.43. For A/E services, price is not a criteria in the initial selection of the most qualified consultant.

Selection Process Generally, the Port utilizes the following selection process:
$25,000 or less - This is considered an optional competitive selection
$25,001 to $199,999 - The Port may review qualifications of at least three firms from the roster
$200,000 or more - The Port will advertise a request for qualifications (RFQ) in The Olympian and other publications as appropriate.
Negotiations The Port will attempt to negotiate a contract with the most qualified firm at a price the Port determines is fair and reasonable to the Port. In making its decision, the Port will take into account the estimated value of the services to be rendered as well as the scope, complexity and professional nature thereof.
If the Port is unable to negotiate a satisfactory contract with the firm selected at a price the Port determines to be fair and reasonable, negotiations with that firm shall be formally terminated and the Port will select other firms in accordance with RCW 39.80.040 and continue in accordance with this section until an agreement is reached or the process is terminated.
